Building in Rokeby
City of Clarence's youngest suburb — median age 32, Rokeby Primary, Bayview Secondary College, Bayview Estate with Derwent River views, and a $100M road upgrade transforming the commute.
Service area note: Davies Design & Construction is based in Sheffield, north-west Tasmania — approximately 270 km from Rokeby. We do not build in the Greater Hobart region. Rokeby, Eastern Shore
Rokeby is the City of Clarence's youngest suburb by median age — 32 years, compared to the LGA average of 41 — and one of Greater Hobart's most actively developing residential precincts. It sits on the eastern shore of the Derwent River, approximately 14–15 km south-east of the Hobart CBD, and is home to 4,211 residents (ABS 2021 Census). Its reputation is changing: what was once seen as an overlooked corner of the eastern shore is now recognised as a genuine growth area, driven by accessible land values, active new subdivisions, strong school infrastructure, and substantial road investment.
The Bayview Estate subdivision — delivering new lots with Derwent River views — is active now. Rokeby Primary School operates at 50% capacity, leaving room for the suburb's growing families. Bayview Secondary College and Emmanuel Christian School provide on-doorstep secondary education. St. Matthew's Church (1843) — one of Hobart's oldest surviving colonial churches — gives the suburb a heritage anchor that grounds its evolving character in history.
The South Arm Highway upgrade ($100M+ program with $44M federal and $11M state contribution on key sections) is underway, with works across 2026–2027 transforming the commute corridor. For broader Clarence LGA context, see our Clarence area guide.

Why People Choose Rokeby
Young Family Community
With a median age of 32 — well below the City of Clarence average of 41 — Rokeby is genuinely shaped by growing families. Rokeby Primary School (K–6) operates at half capacity, meaning it has room to grow with the suburb. Bayview Secondary College and Emmanuel Christian School provide secondary options directly within the suburb.
Bayview Estate & River Views
The active Bayview Estate subdivision is delivering new residential lots with Derwent River views — an unusual premium at Rokeby's accessible price point. Multiple builders including Cunic Homes, Stroud Homes, and Wilson Homes are active on the ground. House-and-land packages are available now alongside custom design paths.
Accessible Land Values
With median house prices approximately $630,000–$650,000 (2025–26 data), Rokeby is the most affordable eastern shore suburb we cover in the City of Clarence. Five-year capital growth has been approximately 80% from a low base — strong long-term appreciation underpins investment-grade builds, and rental yields of 4–5% are the highest of the three suburbs.
Schools On the Doorstep
Three schools within the suburb boundaries: Rokeby Primary School (K–6), Bayview Secondary College (Years 7–12, formerly Rokeby High School, established 1980), and Emmanuel Christian School (K–10, non-denominational private, established 1979). Rosny College (Years 11–12) serves the senior cohort across the broader eastern shore.
South Arm Highway Upgrade
A $100M+ road upgrade program — with $44M federal and $11M state contribution — is transforming the South Arm Highway and Rokeby Road corridor. Scope includes road duplication, intersection upgrades, and improved bus infrastructure. Works are progressing through 2026–2027, materially improving Rokeby's long-term commute proposition.
Heritage & Character
St. Matthew's Church (1843) — a sandstone colonial church and one of Hobart's oldest surviving heritage structures — provides Rokeby with a historic anchor that is rare in outer suburban settings. The Rokeby Hills Reserve on the suburb's upper edges delivers a bushland outlook and walking country for residents on the higher streets.
What to Know About Building in Rokeby
Rokeby is governed by the City of Clarence Local Provisions Schedule (LPS), which commenced 13 October 2021 under the Tasmanian Planning Scheme. Applications are lodged with Clarence City Council. Key considerations for building in Rokeby:
- Rokeby Hills Reserve on the suburb's eastern and upper edges has an active Bushfire Mitigation Plan 2023–2028. Lots adjacent to or near the reserve fall within the Bushfire-Prone Areas Code, requiring AS 3959 construction standards and BAL assessment. Check individual lot exposure via LISTMAP (listmap.tas.gov.au) before purchasing.
- The SES has a dedicated Rokeby, Oakdowns and Clarendon Vale Flood Guide. The Clarence Plains Rivulet and associated watercourses can break banks in major rain events, inundating local roads and low-lying lots. Coastal inundation risk exists where the rivulet meets the Derwent. Flood risk varies significantly by lot location — check SES flood mapping and LISTMAP before purchasing.
- The Bayview Estate and other active subdivisions offer house-and-land packages from multiple volume builders as well as custom design lots. Verify lot dimensions, service connections, BAL ratings, and flood mapping before committing to any Bayview or new estate purchase.
- South Arm Highway upgrade works are progressing through 2026–2027 — construction activity along the corridor may affect access and amenity during this period, but the completed upgrade will materially benefit Rokeby's commute time and suburb perception.
- Active rezoning is occurring in the broader outer eastern shore corridor — confirm that any development proposal aligns with the current zone and LPS before finalising site selection, particularly for larger or atypical sites.
- For planning enquiries and development applications, contact Clarence City Council's development assessment team. The PlanBuild Tasmania portal provides initial zone and overlay checking capability.
