    On-Site Wastewater Systems for New Homes in Rural Tasmania

    Many rural and semi-rural blocks in north and north-west Tasmania are not connected to reticulated sewerage. If you're building on one of them, you'll need an on-site wastewater management system — commonly called an OWMS, septic system, or ATU. This is a standard part of building on rural land in Tasmania, and your builder and plumber handle the approval and installation as part of the permit process. Here is what you need to understand at the design stage.

    What Is an On-Site Wastewater Management System?

    An on-site wastewater management system (OWMS) treats and disposes of household wastewater — toilet waste (blackwater) and wastewater from sinks, showers, and laundry (greywater) — on the property, rather than piping it to a reticulated sewerage network. All Tasmanian properties that are not connected to a reticulated sewerage system must use an approved OWMS.

    In connected urban areas, TasWater manages the sewerage network and properties connect to it. In rural and peri-urban areas — including much of the rural north-west, the Kentish municipality, the Meander Valley, and coastal areas outside major towns — reticulated sewerage is not available, and an OWMS is required.

    The type of OWMS appropriate for your block depends on site area, soil type and permeability, setback requirements, topography, and the volume of wastewater generated by the dwelling. Your council's environmental health officer and a licensed wastewater designer will assess your site and specify the appropriate system before a permit is issued.

    Where in North-West Tasmania Are Reticulated Services Absent?

    Many desirable rural and semi-rural areas in the north and north-west of Tasmania do not have reticulated sewerage. Areas such as Acacia Hills, Ridgley, Kindred, Wesley Vale, Moriarty, Railton, and many rural localities throughout the Kentish, Latrobe, and Meander Valley municipalities typically require on-site systems. Even some township-fringe areas that have potable water supply may not have sewerage connections available.

    Always confirm the availability of services — water, sewerage, power, and NBN — as part of your due diligence when assessing a block. Your conveyancer, the local council, and TasWater can confirm whether reticulated sewerage is available at a specific address. An OWMS is not a problem if the block is large enough and the soil conditions are suitable, but it is a cost and site constraint that needs to be understood before you commit to the land.     Conventional Septic Tank and Absorption Trench

    A conventional septic system consists of a primary settlement tank (where solids settle and anaerobic digestion begins) followed by a subsurface absorption trench or bed where partially treated effluent disperses into the soil. This is the oldest and most widely used on-site system type in rural Tasmania, and it is appropriate for larger blocks with permeable soils and adequate setback distances from watercourses, boundaries, and the dwelling.

    The limiting factor for conventional septic systems is soil permeability. A percolation (perc) test — essentially a timed infiltration test dug into the soil at the proposed trench location — determines whether the soil can absorb effluent at the required rate. Sites with clay-heavy soils or poorly draining subsoils may not be suitable for conventional septic, requiring a more advanced system type. In parts of the north-west, where soils include heavy clay basalt-derived profiles, percolation testing is particularly important.

    Aerated Treatment Units (ATUs)

    An ATU uses an electrically powered aerator to introduce oxygen into the treatment tank, supporting aerobic bacterial processes that produce higher-quality treated effluent than a conventional septic. The higher effluent quality allows smaller disposal areas and reduced setback distances, making ATUs suitable for smaller blocks or sites with more restrictive soil conditions.

    ATUs require more regular servicing than conventional septic systems — typically every three to six months — and involve ongoing maintenance costs. A service agreement with a licensed wastewater technician is usually a condition of the system approval. The electricity consumption of the aerator is modest but continuous, adding a small ongoing energy cost.

    Advanced Wastewater Treatment Systems (AWTS)

    An AWTS provides multi-stage treatment — primary settlement, secondary aerobic treatment, filtration, and sometimes UV disinfection — to produce treated effluent to a Class A or Class B standard (under AS/NZS 1547). Higher-quality effluent can be dispersed at the surface via irrigation, allowing use on smaller land areas and providing a beneficial reuse of treated water on gardens or pasture.

    AWTS are specified where council requires a higher treatment standard due to site constraints, proximity to water, or limited absorption area. They carry higher upfront costs and more demanding ongoing service requirements than simpler system types, but they are a practical solution where conventional options are not viable.

    The Tasmanian Approval Process

    On-site wastewater management in Tasmania is regulated under the Environmental Management and Pollution Control Act 1994 (EMPCA) and associated regulations. Approval for an OWMS is obtained from your local council's environmental health department as part of the building and plumbing permit process — it is not a separate application, but an integrated part of the permit set.

    The process typically involves:

    1. A site assessment by a licensed wastewater designer — including percolation testing where required, assessment of site constraints (slopes, setbacks, soil), and dwelling occupancy load
    2. Preparation of a wastewater management plan by the designer, specifying the system type, size, location, and setbacks
    3. Submission of the plan with the building permit application
    4. Council environmental health review and approval, with conditions
    5. Licensed plumber installation during construction
    6. Inspection and sign-off by council or a licensed inspector at completion

    Your builder and plumber coordinate the OWMS approval and installation as part of the construction process. You don't manage this separately — it flows through the permit set. The wastewater designer is engaged early, before the building permit is lodged, because the system type and location affect site layout, driveway position, and setback requirements.

    Site Factors That Affect System Selection

    Several site-specific factors determine which type of system is appropriate and where it can be located:

    • Block size: Larger blocks have more options. Minimum lot sizes for conventional septic systems vary by council and system type; smaller blocks typically require ATU or AWTS
    • Soil type and permeability: Permeable sandy loams suit conventional septic; clay-heavy soils may require advanced treatment or modified disposal methods
    • Topography: Steeply sloping sites affect trench placement and may require pumped systems; flat sites in high water table areas need care with absorption depth
    • Setbacks: Minimum separation distances from dwelling, boundaries, water supply, bores, dams, and watercourses apply under Tasmanian regulations
    • Occupancy load: The system is sized for the number of bedrooms (and therefore assumed occupants); a 4-bedroom home requires a larger system than a 2-bedroom home
    • Proximity to water: Sites near rivers, wetlands, or sensitive water catchments face tighter constraints on effluent quality and disposal method

    Where excavation involves rock or difficult ground conditions, costs increase substantially. On sloping sites requiring pump-out systems (where gravity dispersal is not possible), the additional pumping infrastructure adds to cost. These site-specific factors are why a quote based on a site visit is essential before budgeting.

    Maintenance and Ongoing Obligations

    All on-site wastewater systems require maintenance. For a conventional septic system, the primary obligation is regular tank pump-out — typically every 3–5 years, depending on usage — to remove accumulated solids before they can enter and block the absorption field. Neglecting pump-out is a common cause of system failure and can result in effluent surfacing on the property or backing up into the dwelling.

    For ATU and AWTS systems, a formal servicing obligation is typically a condition of the approval. You must maintain a service agreement with a licensed provider. The service provider inspects the system, checks mechanical components (aerators, pumps, alarms), and ensures effluent quality meets the approved standard. Failure to maintain a service agreement can place you in breach of your approval conditions.

    Property owners should be aware of the limitations on what can be disposed of through an on-site system. Non-biodegradable materials, nappy liners, wipes, and excessive chemical cleaning products can disrupt the biological processes in a septic or ATU system and should be avoided. Most systems have a treatment capacity based on normal household greywater and blackwater volumes — unusually large gatherings or abnormal loads can temporarily overload the system.

    Common Questions

    Do all rural blocks in Tasmania need an on-site wastewater system?

    All blocks not connected to reticulated sewerage need an approved OWMS. Whether a specific block has sewerage available depends on its location. Urban areas in major towns (Devonport, Burnie, Launceston, etc.) are generally connected to TasWater's network. Most rural blocks, and many peri-urban areas on the fringes of smaller towns, are not. Confirm the sewerage status of any block before purchasing if this is relevant to your plans — your conveyancer or the local council can advise.

    Can I build any size home on a block that needs a septic system?

    The number of bedrooms (which determines occupancy load) dictates the size of the wastewater system required. More bedrooms require a larger system, which in turn requires more land area for the disposal field or more advanced treatment technology. A large home on a small block may require an advanced treatment system where a smaller home might suit a conventional septic. The wastewater designer will advise on what system is viable for your proposed dwelling size and site.

    What is a percolation test and do I need one?

    A percolation test (or perc test) measures how quickly water drains through the soil at the proposed absorption field location. It involves digging test pits at the proposed disposal site and timing the rate at which a set water volume drains. The test result determines whether conventional absorption trenches are suitable for the site, and if so, what trench length and area are required. Your wastewater designer will specify whether percolation testing is required for your site and will arrange for it to be undertaken.

    How does the on-site wastewater system affect the layout of my house and land?

    The location of the OWMS affects driveway position, landscaping, and garden layout because the disposal field area cannot be built over, heavily planted, compacted by vehicles, or covered with impermeable surfaces. It must be maintained in a state that allows soil absorption to continue. The wastewater designer will identify the disposal area during the site assessment, and this should be factored into the site layout plan before detailed design begins. Areas reserved for OWMS disposal are typically fenced off from vehicle access and managed as lawn or low-maintenance groundcover.
